Crisis and Resilience Fund

The Crisis and Resilience Fund (CRF) Crisis and Resilience Fund: Guidance for local authorities in England (1 April 2026 to 31 March 2029) - GOV.UK is funded by the UK Government. The fund replaces previous support schemes. It provides financial help to residents facing hardship and supports people to become more financially resilient. This can help reduce the risk of future financial crises. The fund is made up of four elements:

• Crisis payments :- A circumstance of pressing need which requires immediate action to prevent or remedy negative outcomes. This could include, but is not limited to, people going without material essentials such as food, shelter, heating, essential items such as furniture and appliances or services such as water or energy.

• Heating Oil Payments: - To support low-income and vulnerable households with the rising cost of domestic heating oil.  Working in partnership with Lincolnshire Community Foundation, the Council has established a responsive fund that will deliver targeted support to those most in need.

• Resilience Service: – Services, programmes and activities that support building financial resilience for individuals and local communities. These are often delivered by local voluntary and community sector organisations but can also be delivered directly by the Authority.

• Community Coordination :- Create a more connected local welfare landscape that directly contributes to the local level support landscape. Progress in improving local level support also contributes to improvements in the Fund’s other outcomes on the provision of effective crisis support and improving individuals’ financial resilience.

• Payments Housing:- From 1 April 2026, Direct Housing Payments will be replaced by the Housing Payment strand of the CRF. The Housing Payment provides financial support towards housing costs and is paid by an Authority when they are satisfied that an applicant requires further financial assistance with housing costs.
